Reset it once, properly, then maintain from there. The mistake is resetting it repeatedly.

The species decides what is possible, and on an estate that very often means leylandii — which has a hard limit.
Be specific and be realistic. "Smaller" is not a brief. A height, a width, and whether the top matters, tells us what you actually want — and lets us tell you honestly whether the hedge will get there and still look like a hedge.

The restoration is not the point. Getting onto a maintainable cycle afterwards is the point, and it is the step most often skipped. A hedge restored beautifully and then left another four years is simply a hedge you will restore again, at the same cost, having gained nothing permanent.
Replacement takes three to five years to screen again, so it is not a light decision. But a leylandii that can no longer be reduced is not going to improve, and continuing to trim it simply maintains something nobody is happy with.
On an estate boundary there is very often a fence inside the hedge — the developer put one in, and the hedge grew over it. A hedge restoration is the moment that fence becomes reachable, usually for the first time in years, and it is worth assessing while the access exists rather than in three years when the hedge has closed over again.
